SB 716 - This act allows counties to associate to provide insurance for the health care costs of their jail prisoners. The state of Missouri can also join to help pay for the health costs of state prisoners in county jails.

FORMATION - A group of three or more counties may pay a license fee of $100 and file articles of association with the Director of Insurance. The articles shall provide for assessments and for bylaws. The bylaws shall also be filed. A one-year license shall be issued by the Director if the requirements are met. Renewal fees are also $100.

Each association shall establish a safety and health improvement program similar to that mandated for the Missouri Employers Mutual Insurance Company. The Director of Insurance may take charge of an association which cannot satisfy its obligations. No premium tax shall be required.
