HB 1113 Creates Teacher Scholarship Program
Bill Summary

SCS/HB 1113 - This act amends several scholarship programs.

The National Guard Scholarships shall be available to part- time as well as full time students.

The Missouri Higher Education Loan Authority (MOHELA) may provide loans to high school juniors and seniors for non- sectarian tuition and other costs of students taking AP or college credit courses. This provision is similar to SB 963.

The act creates the High School Superior Academic Achievement Scholarship Program to provide scholarships for teacher training which shall be administered by the Coordinating Board for Higher Education. The program shall be funded, subject to appropriation, by a $6 million annual transfer from the Gaming Commission Fund.

The High School Superior Achievement Scholarship Board is created. Members are the Commissioner of Education, two members of the State Board of Education appointed by the President of the Board, The Commissioner of Higher Education and one member of the Coordinating Board for Higher Education, appointed by the President of the Board. The Board shall establish the amount, schedule, and the eligibility requirements for the scholarships.

Students are not required to demonstrate financial need and may be in graduate school. The act sets initial scholarship amounts at $500 and $1,000, makes provision for student transfers between approved institutions and describes the continuing eligibility requirements. The High School Superior Academic Achievement Scholarship Fund is created in the State Treasury.
