HB 0976 Motor Vehicle Records May Be Kept Confidential
Bill Summary

SCS/HB 976 - This act regulates the disclosure of personal information in driver's license records, motor vehicle registration records and titling records. The Department of Revenue is required to sell lists of motor vehicle records to any organization organized under act of Congress. The Department shall also disclose individual motor vehicle records according to certain federal laws, although it shall provide a method for individuals to prevent such information from being disclosed.

A notice that information may be disclosed and that the individual has the right to prohibit such disclosure shall be printed on all forms for renewal of vehicle titles, vehicle registrations and driver's licenses. Personal information in bulk disclosures shall be used solely for surveys, marketing and solicitations. Any person wishing to disseminate individual or bulk motor vehicle records may obtain them from the Department of Revenue in electronic form. The openness of the records shall be liberally construed.

The Department of Revenue shall disclose any motor vehicle record or personal information permitted to be disclosed pursuant to sections 2721(b)(1) to 2721(b)(10) and 2721(b)(13) to 2721(b)(14) of Title 18 of the United States Code.
