SB 442 - This act contains various changes for the Missouri Consolidated Health Care Plan (MCHCP). It also contains several retirement changes.

LEGAL - The MCHCP may sue and be sued. Officers and employees of the plan shall not be personally liable. Legal actions against the plan shall be brought in Cole County, though appeals may also be brought in the county of residence.

PREEXISTING CONDITIONS - The limitation on preexisting conditions is reduced from 12 months to 6 months.

RECOMMENDATIONS ON STATE CONTRIBUTIONS - The MCHCP board shall detail the cost of funding each category of medical benefits by each August 1st. An entity designated by the Governor shall analyze the benefit options and make recommendations to the Division of Budget and Planning on the portion to be paid by the state by each September 1st.

PREMIUM AMOUNT - The Board shall certify the amount necessary to pay all liabilities for the next plan year by September 1st. The act removes the deadline of the 15th of the month for the payment of premiums by the agencies.

ADDITIONAL GROUPS - Surviving spouses, judges and their surviving spouses, teachers and their surviving spouses may be covered by the plan. The $9/mo amount is removed.

MHTD/MHP - Special consultants of the Highways & Transportation Department and the Highway Patrol shall receive an additional $9/mo or the amount provided for other state employees.

MEDICAL REFERENCES - Medical references are removed from a MOSERS section on insurance and disability benefits. The act removes language for determination of premium amounts. Highways medical references are moved to section 104.270.

ECONOMIC DEVELOPMENT EXPORT & INFRASTRUCTURE BOARD - The act repeals a section allowing this board to purchase medical benefits from MCHCP for its employees.
