SB 282 - This act would allow the Public Service Commission
to approve heating energy programs and rates for low income
persons. Heating energy programs and rates may be proposed by a
public utility, rural electric cooperative or a joint municipal
utility commission. Such proposals may be modified by the PSC
with consent of the proposing utility. State agencies shall
cooperate with the PSC and the utility in carrying out such
programs.
