HS/SB 167 - This act provides three year salary increases for members of the St. Louis Metropolitan Police Department for fiscal years 1996, 1997, and 1998. In the past, this salary legislation has been limited to only two years.

The proposed salary increases cover Turnkeys, Police Officers, Sergeants, Lieutenants, Captains, Majors, Lt. Colonels, Assistant Chief and Chief. Section 84.163, RSMo, which pertains to the implementation of pay raises, is repealed.

This act also requires the St. Louis Board of Police Commissioners to submit an annual budget to the Municipal Board of Estimate and Apportionment for the subsequent fiscal year. The Municipal Board is comprised of the Mayor, the Comptroller, and the President of the Board of Alderman. The annual budget shall include all reasonably anticipated sources of revenue, including all federal, state and local grants, as well as proceeds derived from forfeited property. The budget shall also detail all reasonably anticipated expenses which must be compared to the previous year's expenditures. Lastly, the Board shall not transfer funds appropriated for one item to another item during the fiscal year without the prior approval of the Municipal Board of Estimate and Apportionment. RONALD J.
