HCS/SB 96 - This act requires that any sports stadium, arena, auditorium, assembly hall or similar facility for which construction commences after August 28, 1995 must provide water closets for women equal to the number of water closets and urinals for men. For any such facility, there shall also be provided an equal number of diaper changing stations for men's restrooms as are provided for women's restrooms.

Each sports stadium, arena, auditorium, assembly hall or similar facility in existence or under construction on August 28, 1995 shall provide facilities in compliance with such ratios whenever the facility undergoes major structural renovation. Major structural renovation means reconstruction or improvement which requires more than 50% of the gross floor area to be rebuilt and the provisions of this act apply, in cases of renovation, only to the portions of the building being renovated and not to the entire building.

For all construction projects, except projects of a railroad company, where twenty people or more are working, the primary employer or contractor of the project shall provide at least one portable toilet for each twenty people. A violation of the requirement to provide portable toilets at a construction project shall be punishable by a fine of up to five hundred dollars or imprisonment up to six months, or both, as provided in section 290.340, RSMo, for violations of requirements for prevailing wages on public works.
