Current Bill Summary

SB 51 - Under the act, students at public secondary schools shall have freedom of expression, including expression of views, writing or publishing and peaceful assembly on school property to express views. Freedom of expression shall not include speech which is: obscene, libelous or believed to incite students to commit unlawful acts, violate school regulations or disrupt orderly operation of the school. Student publications shall not be subject to editorial review by teachers or school officials concerning subject matter. Expressions made by students shall not be considered expressions of school policy or of a school official.
