HB 723 -- Certificate of Need
Current law prohibits the issuance of certificates of need for Residential Care Facilities I and Residential Care Facilities II unless there exists an average occupancy of more than 90% of all available facility beds in a given county for at least 3 consecutive calendar quarters. This bill removes this restriction for issuing a certificate of need for Residential Care Facilities I and Residential Care Facilities II. This bill also removes Residential Care Facilities I and Residential Care Facilities II from the definition of "health care facility" within the Missouri Certificate of Need Law.
