HB 718 -- Department of Health Services

This bill creates the Department of Health Revolving Services Fund to replace the Department of Health Document Services Fund. Funds received from fees charged for delivery of services are credited to the fund. Funds may be collected from laboratory services, inspection services, consultative services, training and the sale of records and publications in any media including electronic. The director of the department is authorized to set fee schedules by rule. General Assembly appropriations will be used to pay personal services or expense and equipment expenditures for publishing or the purchase of publications in any media, including electronic media, for interdivisional and interdepartmental services and those services requested by other governmental agencies and the public. At the end of the biennium any unexpended balance in the fund that is not in excess of $250,000 is exempt from the requirement that it be transferred to the general revenue fund. The Department of Health may contract with accredited schools of public health for public health programs. These contracts will be exempt from the provisions that relate to state purchasing and printing.
