HB 560 -- Solid Waste Management Commission

This bill establishes the Missouri Solid Waste Management Commission to supervise the administration and enforcement of solid waste management statutes by the Department of Natural Resources. The 7 members of the Commission are appointed by the Governor and approved by the Senate, with no more than 4 members from the same political party and no 2 members from the same senatorial district. Members serve 4-year staggered terms, with 8-year term limits. Three members will represent the needs of agriculture, labor, and industry, and no other members can receive significant income from the disposal of solid waste for 2 years prior to, during, and 2 years after their tenure on the commission. The commission elects a chair and vice chair annually, establishes rules of procedure concerning conflict of interest, and holds at least 6 regular public meetings each year. Additional meetings can be called by the chair or any 3 members.

The commission holds hearings and promulgates rules on solid waste management. The Joint Committee on Administrative Rules must approve any rule promulgated by the commission. The commission also administers grants for solid waste management and is the initial appeal body in the permitting process for solid waste disposal areas and processing facilities.
