HB 439 -- MOTOR VEHICLE COMMISSION

COMMITTEE ACTION: Voted "do pass" by the Committee on Transportation by a vote of 16 to 0.

This bill makes numerous minor changes within the motor vehicle dealer sections. A change is made in the designated dealer tag numbers for trailer dealers, motor vehicle and trailer manufacturers, and boat dealers and manufacturers. A new definition of dealer will include any manufacturer, boat dealer or motor vehicle dealer licensed or required to be licensed. When application is made for dealer licensure by a manufacturer or boat dealer the certification of a person's bona fide established place of business may be done by a uniformed officer of the Missouri State Water Patrol stationed in the troop area in which the applicant's place of business is located. Certification is presently done by the Missouri State Highway Patrol or a metropolitan police officer in first class counties.

FISCAL NOTE: No impact on state funds.

PROPONENTS: Supporters say that this bill offers clean-up language where the Commission can better implement the statutes regulating dealers.

Testifying for the bill were Representative Koller; and Motor Vehicle Commission.

OPPONENTS: There was no opposition voiced to the committee.
