HB 437 -- Concealed Weapons Permit

This bill permits a person to carry a concealed firearm if such person possesses a valid permit. The concealed weapon permit will be issued by the sheriff of the county of the applicant's residence, if the applicant, by written application, provides proof of completion of a hunter's safety course, provides proof of completion of a firearms proficiency test, and pays application processing fees. The bill allows the sheriff to make only such inquiries deemed necessary to verify application statements. Also, the bill allows any person 21 years of age or older to sign a sworn affidavit challenging the issuance of the permit to the applicant due to the applicant's violations of criminal laws, mental illnesses, stalking, domestic violence, or reckless endangerment with a firearm. The bill allows the applicant to appeal the sheriff's written refusal to issue or act on the application to the Small Claims Court.
