COMMITTEE ACTION: Voted "do pass" by the Committee on Energy and Environment by a vote of 15 to 0.

This bill requires that reporting requirements specified by the Public Service Commission be used in place of hazardous substance emergency reporting requirements for releases of natural gas or natural gas mixtures.

FISCAL NOTE: No impact on state funds.

PROPONENTS: Supporters say that this bill would eliminate unnecessary reporting requirements for small natural gas leaks. The current reporting threshold of 300 cubic feet is appropriate for hazardous substances, but not for natural gas, which dissipates rapidly.

Testifying for the bill were Representative Jacob; Laclede Gas Company; and Union Electric.

OPPONENTS: There was no opposition voiced to the committee.
