HB 246 -- Foster Children

The bill allows foster parents to testify at dispositional hearings. A dispositional hearing is a hearing where the judge decides if the child should remain in foster care, should be returned to a parent, guardian or relative, or if proceedings should commence to terminate parental rights. This portion of the bill has an effective date of July 1, 1996.

In addition, the bill:

(1) Requires the Division of Medical Services to give foster families who are traveling out of state a temporary medical card or access to a toll-free telephone number for verification of their foster children's Medicaid eligibility; and

(2) Gives foster children a $100 clothing allowance every 6 months.
