HCS/HBs 196 & 411 - This act revises procedures relating to the ballot measures submitted to the voters by petition. Petition circulators must display the entire text of the measure so that it is easily read by voters interested in signing the petition. Circulators may be paid, but cannot be paid per signature for initiative and referendum petitions. They apparently may be paid by signature for petitions to amend the Missouri Constitution. The petition must indicate in thirty-two point type (five-sixteenths of an inch) that the circulator is paid.

Paid petition circulators may circulate only one petition on any given day. When a petition is submitted to the Secretary of State, it must be accompanied by the names of all paid circulators, the amount paid to each and the page numbers of pages circulated by each such circulator.

A fiscal note will be prepared for each ballot measure when the petition is approved by the Secretary of State. Currently, a fiscal note is prepared after the Secretary of State certifies that the measure has sufficient valid signatures to be placed on the ballot.

The entire text of any ballot measure, including those submitted to the voters by the General Assembly, shall be printed on the ballot.
