Current Bill Summary

SB 1043 - This act creates a two-year pilot project for incarcerated mothers who still have parental rights to have access to their children, ages newborn to seventeen.

This program shall include two prison facilities in Vandalia and Chillicothe. The Department of Corrections and the Children's Division shall develop the project by providing services as provided in the act.

At the end of the two-year pilot, the Director of the Department of Corrections and the Director of the Children's Division shall submit a joint report to the Governor and General Assembly by February 1, 2027, and shall make a recommendation whether to continue and expand the program.

This act is identical to SB 438 (2023) and HB 2700 (2020).
