Current Bill Summary

SB 403 - This act creates within the state treasury the "Bridge and Road Authorization Trust Fund", to be used by the Missouri Highways and Transportation Commission for construction, improvement, and maintenance of the state highway system.

At the end of each fiscal year, immediately following any transfers to the Budget Reserve Fund required under the Constitution, the Treasurer shall transfer to the fund 50% of the remaining balance of the General Revenue Fund. Any moneys remaining in the fund at the end of the biennium shall revert to the credit of the General Revenue Fund.

Moneys in the fund shall be divided with 80% split evenly between congressional districts, and remaining funds to be used only for projects constructing, maintaining, or improving highways designated as arterial roads by the federal Department of Transportation. All projects for which disbursements are made shall be included on the Department of Transportation's Statewide Transportation Improvement Plan. Beginning with fiscal year 2022, no disbursement shall be made from the fund in any fiscal year following a fiscal year in which the State Road Fund is used for administrative costs, the acquisition of buildings or equipment, employment of personnel, retirement programs, or the administration and enforcement of motor vehicle laws by the highway patrol.
