Current Bill Summary

SS/SCS/SJR 2 - This proposed constitutional amendment, if approved by the voters, would require that, beginning January 1, 2021, all impeachments be tried by the Senate, rather than before the Missouri Supreme Court. When the Governor or Lieutenant Governor is being tried, the Chief Justice of the Missouri Supreme Court shall preside. No judge shall be convicted without a two-thirds vote of all Senators elected and no statewide elected official shall be convicted without a three-fourths vote of all Senators elected.

This amendment modifies the grounds for impeachment found in current provisions of the Missouri Constitution by repealing the current grounds and providing that all officials shall be liable to impeachment for corruption or crime in office.

This amendment is similar to SJR 22 (2018), SCS/SJR 5 (2017), SJR 24 (2016), SJR 4 (2015), SJR 34 (20140, SJR 9 (2013), and HJR 82 (2010).
