SB 941 - This requires all counties and municipalities to participate in and comply with all provisions of the National Flood Insurance Program.

Each county and municipality is required to designate a floodplain manager to oversee policies and activities intended to mitigate current and future losses and costs caused by flooding. Municipalities are permitted to enter into an agreement with their respective county to utilize the services of the county floodplain manager. Floodplain managers are required to be certified by the State Emergency Management Agency (SEMA) and also be members in good standing with the Missouri Floodplain and Stormwater Managers Association.

SEMA is required to develop rules to determine allowable levels of development within floodplains. Further, SEMA is additionally permitted to promulgate any other rules necessary to carry out this act.

This act is substantially similar to HB 2182 (2018).
