SCS/SB 903 - This act repeals provisions of the existing texting while driving statute that relate to noncommercial vehicles. (Section 304.820).

The act also modifies a statute requiring motorists to exercise the highest degree of care to expressly prohibit operation of a motor vehicle while using certain devices other than via hands-free or voice-operated technology, or while otherwise diverting one's attention from safe operation of the vehicle. This express prohibition does not apply where the device or technology being used is a permanent part of the vehicle, but such use is still subject to the other provisions of the statute. The act specifies minimum fine amounts for convictions under these provisions. (Section 304.012).

This act is identical to provisions in SCS/HB 1600 (2018) and the perfected SS#2/SCS/SB 1050 (2018), and similar to SB 510 (2017).
