SB 811 - This act specifies that operation of vehicles equipped with an automated driving system (ADS) may operate without a conventional human driver present, subject to certain requirements. When engaged, an ADS shall be deemed to perform any physical acts required of a conventional human driver operating the vehicle.

Before an ADS-equipped vehicle may operate on public roads in this state, a person shall submit to the Department of Revenue proof of financial responsibility for the vehicle.

Vehicles capable of operation without a driver present may be used to transport persons or goods for compensation, including for-hire transportation, public transportation, prearranged rides, and shared transportation for multiple passengers.

Political subdivisions are prohibited from imposing taxes and requirements specific to ADS-equipped vehicles, automated driving systems, or transportation services provided under the act.

This act is identical to HB 2267 (2018).
