Current Bill Summary

SCS/HCS/HB 1464 - This act modifies provisions relating to the operation of motorcycles.

Currently, any person operating or riding as a passenger on a motorcycle is required to wear a helmet. This act modifies this requirement by only requiring any person under the age of 21, any person over the age of 21 who has not completed a motorcycle safety education course or possessed a motorcycle license or endorsement for at least 2 years, or who has been issued an instructor permit, to wear a helmet. No person over the age of 21 shall be stopped solely to determine if they are in compliance with this law.

This act also requires any person over the age of 21 who operates a motorcycle without a helmet to have first-party insurance coverage and has either completed a motorcycle safety education course or possessed a motorcycle license or endorsement for at least 2 years. Proof of coverage shall be provided upon request by showing documentation indicating that the operator has the requisite insurance coverage.

This act is similar to SCS/SBs 851 & 694 (2016).
