Current Bill Summary

SB 1151 - This act allows a franchisor to authorize or permit a person who is not a franchisee to perform warranty service repairs for engines manufactured for installation in a certain classification of motor vehicles pursuant to a fleet contract. This act also allows a franchisor who is a manufacturer to own or operate a new motor vehicle dealership and sell new motor vehicles directly to retail consumers if certain conditions are met. First, the franchisor must be a manufacturer that manufactures engines for installation in a certain classification of motor vehicles so long as the manufacturer is not otherwise a manufacturer of motor vehicles. Second, the franchisor must have owned, operated, or controlled a new motor vehicle dealership or a warranty repair facility in Missouri as of January 1, 2016. Third, the franchisor cannot own more than seven dealerships in Missouri. Finally, the franchisor must provide dealers with access to support for completing repairs substantially equal to the support the manufacturer provides to facilities owned, operated, or controlled by it.
