SS/SCS/SB 858 - This act prohibits the Missouri Department of Natural Resources from initiating rulemaking and stakeholder outreach in furtherance of the Environmental Protection Agency's Clean Power Plan until the stay issued by the U.S. Supreme Court in a certain legal case challenging the Plan is lifted.

Under this act, if the Clean Power Plan is upheld in federal court, the Department of Natural Resources shall submit a 2-year extension for submitting a final state plan to the U.S. Environmental Protection Agency. The Department of Natural Resources is also required to submit certain items in to the Environmental Protection Agency as set forth in this act, but shall not submit any information that is not specified in this act.

This act contains an emergency clause.
