SCS/SBs 851 & 694 - Currently, all users of motorcycles and motortricycles are required to wear protective headgear when the vehicle is in motion. This act allows qualified motorcycle operators who are over 21 years of age to operate motorcycles and motortricycles without protective headgear if the operator has first-party insurance coverage and has possessed their motorcycle license or endorsement for at least 2 years or has completed a motorcycle safety training course. This act also prohibits any person 21 years of age or older from being stopped, inspected, or detained solely for the purpose of determining compliance with the protective headgear requirement.

This act is similar to HB 1464 (2016) and SB 135 (2015).
