SB 637 - This act changes the qualification to serve as a commissioner on a special road district from a voter in the district to any registered voter in the county in which the district is located or any adjoining county in the state of Missouri who is also a land owner in the district. This act also requires the county commission to select special road district commissioners for three year terms and cease holding elections for the positions in the event that two consecutive elections pass without any candidates for commissioners in municipal elections.

This act is similar to a provision in CCS/HCS/SB 867 (2016) and HCS/HB 2456 (2016).
