SB 1100 - This act will be known as the "Missouri-Kansas Border War Part II: The Hammer" until the provisions in section 135.1670 have expired either in August 2016, or August 2020, if Kansas has adopted an executive order or similar action prohibiting the Kansas Department of Commerce from providing economic incentives for jobs that are relocated from a Missouri border county to a Kansas border county.

Once the provisions in section 135.1670 have expired in either August 2016 or August 2020, this act shall be known as the "Kansas Jobs Recruitment Act". At that point, Missouri shall create economic incentives for the purpose of luring jobs from Kansas border counties to Missouri border counties.
