SCS/SB 650 - This act modifies the A+ Schools Program by removing the requirement that the student's attendance of a public high school in the state be the three years immediately prior to graduation.

A student must graduate from an A+ school to be eligible.

HA 1 - ESTABLISHES THE MISSOURI STATE HIGH SCHOOL ACTIVITIES ASSOCIATION INTERIM COMMITTEE TO REVIEW ISSUES PERTAINING TO MSHSAA

HA 2 - PROHIBITS SCHOOL DISTRICTS FROM DETERMINING WHETHER A CHILD IS GIFTED BASED ON PARTICIPATION IN AN ADVANCED PLACEMENT OR INTERNATIONAL BACCALAUREATE COURSE

A DISTRICT SHALL HAVE ITS FUNDING REDUCED IF IT EXPERIENCES A DECREASE IN GIFTED PROGRAM ENROLLMENT OF 20% OR MORE FROM A PREVIOUS SCHOOL YEAR.

HA 3 - ALLOWS STUDENTS AT APPROVED VIRTUAL INSTITUTIONS TO UTILIZE THE ACCESS MISSOURI FINANCIAL AID PROGRAM. UNDER THE CURRENT DEFINITION, THE ONLY INSTITUTION THAT MEETS THE REQUIREMENTS IS WESTERN GOVERNORS UNIVERSITY.

HA 4 - REQUIRES THE DEPARTMENT OF ELEMENTARY AND SECONDARY EDUCATION (DESE) TO EMPLOY A DYSLEXIA THERAPIST.

ALSO REQUIRES DESE TO DEVELOP GUIDELINES FOR THE APPROPRIATE SCREENING OF STUDENTS FOR DYSLEXIA AND REQUIRES DISTRICTS TO PROVIDE SCREENING AND CLASSROOM SUPPORT FOR STUDENTS WITH DYSLEXIA.

ALSO ESTABLISHES THE LEGISLATIVE TASK FORCE ON DYSLEXIA, TO BE COMPOSED OF TWENTY MEMBERS.

HA 5 - REQUIRES THE DEPARTMENT OF HEALTH AND SENIOR SERVICES TO INCLUDE IN ITS INFORMATIONAL BROCHURE A RECOMMENDATION THAT CURRENT AND ENTERING STUDENTS RECEIVE MENINGOCOCCAL VACCINES.

ALSO REQUIRES STUDENTS WHO RESIDE IN ON-CAMPUS HOUSING TO HAVE RECEIVED THE MENINGOCOCCAL VACCINE NOT MORE THAN FIVE YEARS PRIOR TO ENROLLMENT.

HA 6 - BEGINNING IN SCHOOL YEAR 2017-2018, REQUIRES THIRTY MINUTES OF CPR INSTRUCTION PRIOR TO HIGH SCHOOL GRADUATION.

HA 7 - ALLOWS PRIVATE SCHOOL STUDENTS TO UTILIZE THE A+ SCHOLARSHIP PROGRAM.

HA 8 - BEGINNING IN SCHOOL YEAR 2017-2018, CHANGES THE MINIMUM SCHOOL TERM FROM 174 DAYS OR 1,044 HOURS TO A MINIMUM OF 1,044 HOURS WITH NO MINIMUM NUMBER OF DAYS.

ALSO REQUIRES DISTRICTS TO SCHEDULE THIRTY-SIX MAKE-UP HOURS FOR POSSIBLE LOSS OF ATTENDANCE DUE TO INCLEMENT WEATHER.

HA 1 TO HA 8 - MODIFIES PROVISIONS RELATING TO BRAILLE INSTRUCTION FOR STUDENTS WITH VISUAL IMPAIRMENT.

HA 9 - REQUIRES COURSE MATERIALS AND INSTRUCTION IN HUMAN SEXUALITY AND SEXUALLY TRANSMITTED DISEASES TO BE MEDICALLY AND FACTUALLY ACCURATE ACCORDING TO EVIDENCE-BASED RESEARCH.
