Current Bill Summary

SB 1143 - Under this act, aluminum smelting facilities may file an application, or together with their respective electrical corporation service provider may file a contract, with the Public Service Commission for approval of an aluminum smelter rate. Such application or contract shall include certain features as set forth in this act. In addition, this act sets forth a timeline under which the Public Service Commission shall issue an order directing electrical corporations to file tariffs under this act, and authorizes the electrical corporation to create a regulatory asset. An aluminum smelting facility shall only be eligible for this rate if it maintains a number of full-time employees that equals not less than 1 1/2 times its megawatt demand. If an aluminum smelting facility becomes ineligible for such rate, it shall be served at the at which rate it was previously served.

This act is similar to provisions contained in SS/HB 2689 (2016), SCS/SB 1028 (2016), and HB 2816 (2016).
