SB 423 - This act lowers the maximum standard speed limit on all rural roads to forty-five miles per hour, to include lettered state roads. This act also changes the presumptive speed limit for roads not marked by signs indicating the speed limit set by a county commission from fifty miles per hour to forty-five miles per hour.
