CCS/SCS/SB 328 - This act modifies provisions relating to mental health.

SHOW-ME COMPASSIONATE MEDICAL EDUCATION DAY: This act designates August 28, 2015, and thereafter a date designated by the Show-Me Compassionate Medical Education Research Project Committee, as "Show-Me Compassionate Medical Education Day."

This section is similar to a section contained in HCS/HB 867 (2015). (Section 9.154)

YOUTH SUICIDE AWARENESS AND PREVENTION: Beginning in the 2016-2017 school year, any licensed educator may annually complete up to two hours of training or professional development in youth suicide awareness and prevention as part of the professional development hours required for State Board of Education certification. (Section 170.047)

The Department of Elementary and Secondary Education must develop guidelines for training or professional development in youth suicide awareness and prevention. The Department must also develop materials that may be used for such training or professional development. (Section 170.047)

Each district must adopt a policy for youth suicide awareness and prevention by July 1, 2017. The Department of Elementary and Secondary Education must develop a model policy by July 1, 2016 that districts may adopt. The Department must cooperate, consult with, and seek input from organizations that have expertise in youth suicide awareness and prevention. By July 1, 2020, and at least every three years thereafter, the Department must request information and seek feedback from districts on their experience with the policy for youth suicide awareness and prevention. The Department shall review this information and may use it to adapt the department's model policy. The Department must post the information it receives from districts on its website that it deems relevant. The Department must not post any confidential information or any information that personally identifies a student or school employee. (Section 170.048)

These sections are identical to provisions contained in CCS/SS/SCS/HB 458 (2015), SS/SCS/HB 556 (2015), HB 1293 (2015), CCS#2/HCS/SCS/SB 172 (2015), and HCS/SCS/SB 146 (2015).

SHOW-ME COMPASSIONATE MEDICAL EDUCATION ACT: Under this act, no medical school in the state shall prohibit, discourage, or otherwise restrict a student or medical organization from undertaking or conducting a study of the prevalence of depression or other mental health issues among medical students. Any medical school in this state is prohibited from penalizing, disciplining, or otherwise taking any adverse action against a student or medical student organization in connection with the student's or medical student organization's participation in, planning, or conducting a study of the prevalence of depression or other mental health issues among medical students. (Section 191.594)

Medical schools in this state may, in collaboration with the Show-Me Compassionate Education Research Project Committee, conduct a single center or multicenter study or studies to facilitate the collection of data and implement practices and protocols to minimize stress and reduce the risk for depression among medical students in Missouri. This act establishes the "Show-Me Compassionate Medical Education Research Project Committee." The committee will consist of representatives from each of the medical schools in this state and the director of the Department of Mental Health, or his or her designee.

A single center or multicenter study that is undertaken by the committee or its member schools may, among other specified objectives, collect relevant data and examine the culture of medical schools that may contribute to the risk of depression among students, as well as identify best practices to address the root causes of depression among students. (Section 191.596)

The committee must prepare an annual report concerning the specified objectives of the study. Any medical school which did not conduct a study under this act shall prepare an annual report stating that the school did not conduct a study. The reports must be made available annually on each medical school's website and to the Missouri General Assembly. (Section 191.596)
