Current Bill Summary

SS/SB 795 - This act modifies the current statutory prohibition on higher education institutions, governmental entities and quasi-governmental entities establishing, operating, maintaining, offering incentives to participate in, or mandating participation in a quality rating system for early childhood education without statutory authority. Currently, the law applies to quasi-governmental entities receiving state funds. This act limits the scope of the law to only those quasi-governmental entities that are created by Missouri state statute.

Private entities and nonprofit corporations may operate, establish, and maintain a quality rating system without having to obtain statutory authority to do so. Early childhood education programs that are operated by public or private entities may participate in a quality rating system that is operated, established, or maintained by a private entity or nonprofit corporation. However, any private entity or nonprofit corporation that operates, establishes, or maintains a quality rating system is prohibited from collaborating with any public or governmental entity or quasi-governmental entity created by Missouri state statute for the quality rating system.
