SB 157 - This act modifies the documentation requirement for transactions where junk or scrap metal is sold or traded. The record must contain the gender, birth date and a photograph of the seller. It must also contain the license plate number of the vehicle used to haul the scrap metal. The required description of the scrap metal must include the value and a photograph of the scrap metal.

Sellers of scrap metal must provide written documentation to the purchaser containing the following information: the name of the person from whom the seller acquired the scrap metal, the date the seller acquired the scrap metal, the address of where the seller acquired the scrap metal, an affirmation or certification that the seller is the owner of the scrap metal, and an affirmation or certification that the seller has not plead guilty or nolo contendre to or been found guilty of theft, burglary or vandalism when the offense involved metal.

Beginning September 1, 2014, the documentation requirements for scrap metal transactions must be submitted daily to an automated database which is accessible to law enforcement agencies.

The maximum amount for cash sales of scrap metal is lowered from five hundred dollars to one hundred dollars.
