HCS/SB 578 - This act contains provisions relating to certain properties and buildings owned by the state, airport authorities, determinations of blight, and designates memorial highways.

DARRELL B ROEGNER MEMORIAL HIGHWAY (227.509)

This act designates a portion of Highway 64/40 in St. Charles County the "Darrell B Roegner Memorial Highway".

This provision is identical to SB 847 (2012) and HB 1737 (2012) and is contained in SCS/SBs 767, 653, 754, 705, 441, 528, 831, 833 & 847.

SEDALIA EASEMENT (SECTION 1)

This act authorizes the governor to convey an easement to the City of Sedalia to build a fire station on state property located in Pettis County.

STATE HIGHWAYS AND TRANSPORTATION COMMISSION (SECTIONS 2-12)

This act authorizes the Governor to transfer certain pieces of real estate located throughout the state of Missouri to the State Highways and Transportation Commission.

These provisions are similar to provisions contained in SS/SB 665 (2012).

HA 1: THIS AMENDMENT AUTHORIZES THE GOVERNOR TO CONVEY CERTAIN PROPERTIES IN THE CITY OF FARMINGTON.

HA 2: CURRENT LAW PROVIDES THAT THE TITLE OF ALL SCHOOLHOUSE SITES AND OTHER SCHOOL PROPERTY IS VESTED IN THE DISTRICT IN WHICH THE PROPERTY IS LOCATED. THIS AMENDMENT MAKES AN EXCEPTION FOR COMMUNITY COLLEGE DISTRICTS AND PROVIDES THAT NOTHING WILL BE CONSTRUED TO IMPAIR THE DUTY AND AUTHORITY OF THE COORDINATING BOARD FOR HIGHER EDUCATION TO APPROVE ACADEMIC PROGRAMS.

HA 3: THIS AMENDMENT PROVIDES THAT, IF THE STATE HIGHWAYS AND TRANSPORTATION COMMISSION CONVEY ANY PROPERTY IT RECEIVES UNDER THE PROVISIONS OF THIS ACT BEFORE AUGUST 28, 2014, THE COMMISSION MUST CONVEY THE PROPERTY VIA PUBLIC AUCTION.

HA 4: THIS AMENDMENT AUTHORIZES THE GOVERNOR TO CONVEY CERTAIN PROPERTY AT THE FARMINGTON CORRECTIONAL CENTER IN THE CITY OF FARMINGTON.

HA 5: THIS AMENDMENT REQUIRES THE DEPARTMENT OF TRANSPORTATION TO DESIGNATE SIGNS IN CERTAIN CITIES RECOGNIZING CERTAIN CENTENNIAL BUSINESSES. COSTS ASSOCIATED WITH THE ERECTION AND MAINTENANCE OF THE SIGNS MUST BE PAID BY PRIVATE DONATIONS.

HA 6: THIS AMENDMENT DESIGNATES A PORTION OF HIGHWAY 8 IN ST. FRANCOIS COUNTY AS THE "CHIEF OF POLICE JERRY E HICKS MEMORIAL HIGHWAY".

HA 7: THIS AMENDMENT AUTHORIZES THE BOARD OF GOVERNORS OF MISSOURI STATE UNIVERSITY TO CONVEY CERTAIN EASEMENTS AND RIGHT OF WAYS TO THE CITY OF SPRINGFIELD.

HA 1 TO HA 8: THIS AMENDMENT SPECIFIES THAT ANY FINDING OF BLIGHT FOR ENHANCED ENTERPRISE ZONE PURPOSES CANNOT BE USED TO MEET THE CONDITIONS OF BLIGHT UNDER ANY OTHER STATE STATUTE. IN ADDITION, THIS AMENDMENT ALLOWS ONE OR MORE ENTITIES TO ESTABLISH AN AIRPORT AUTHORITY THAT HAS JURISDICTION OVER THE BOUNDARIES OF THE ENTITIES.

HA 8: UNDER THIS AMENDMENT, THE SPEAKER OF THE HOUSE AND THE SENATE PRO TEM BECOME VOTING MEMBERS OF THE BOARD OF PUBLIC BUILDINGS RATHER THAN EX OFFICIO, NON-VOTING MEMBERS. THE THIRD FLOOR ROTUNDA OF THE STATE CAPITOL BUILDING AND THE FURNITURE, EQUIPMENT, AND SUPPLIES THEREIN ARE RESERVED FOR THE EXCLUSIVE USE OF, AND UNDER THE DIRECT CONTROL OF, THE LEGISLATURE.

HA 9: THIS AMENDMENT ALLOWS THE GOVERNOR TO CONVEY AN EASEMENT LOCATED NEAR THE CHOTEAU STATE OWNED OFFICE BUILDING IN THE CITY OF ST. LOUIS. THIS AMENDMENT CONTAINS AN EMERGENCY CLAUSE.

HA 10: THIS AMENDMENT ALLOWS THE GOVERNOR TO TRANSFER PROPERTY LOCATED IN THE CITY OF ST. LOUIS TO THE ST. LOUIS SCHOOL BOARD.
