SS/SCS/SB 555 - This act requires any incumbent local exchange carrier (ILEC) that is not a rate-of-return regulated ILEC to reduce its originating and terminating intrastate switched exchange access rates to the same amounts as its interstate switched exchange access rates by 20% increments over a 5-year period.
