SB 1370 - This act requires any governmental unit of the state of Missouri, including any political subdivision, that enters into a contract for the implementation of any energy conservation or facility improvement measures to meet certain conditions. Before entering into a contract, the qualified provider proposing to improve energy conservation in a public facility must issue a report guaranteeing an amount of savings in energy or operating costs if certain installation, modifications or remodeling is performed. Before entering into a contract, the governmental unit must solicit bids from qualified providers. The winning bid does not need to be the lowest bid. Energy savings must be guaranteed for the entire term of the contract. The qualified provider must periodically send the amount of cost savings attributable to the improvements to the governmental unit.
