SCS/SJR 41 - This Joint Resolution, subject to voter
approval, removes the provision of the Constitution that the
Governor shall provide recommendations of laws necessary to
provide revenues to support his annual budget request. The
resolution specifies that new taxes and fees or increases thereto
shall not be included in the Governor's budget.
