SB 279 - This act creates the Substance Abuse and Crime Prevention Act. The act requires probation for conviction of any nonviolent drug possession offense, conditioned upon a minimum of participation in and completion of a drug treatment program. Defendants convicted of serious or violent felonies in violation of Chapters 565, 566 or 571, RSMo, are not eligible, nor are those convicted of crimes involving physical injury or the use of a firearm.
