SB 256 - SEWER SYSTEM CONNECTIONS - The act provides that nothing in the Clean Water Law shall be deemed to prohibit any political subdivision with an available sewer system from requiring that owners within the political subdivision connect to the system.

The portion of the act pertaining to sewer system connections has an emergency clause.

DEBT AUTHORIZATION FOR WATER, SEWER AND STORMWATER PROJECTS - This act also authorizes the Board of Fund Commissioners to issue bonds for grants and loans pursuant to several sections of Article III of the Missouri Constitution which are administered by the Clean Water Commission. The authorizations are in addition to amounts authorized prior to August 28, 2002.

The Clean Water Commission is authorized to borrow ten million dollars to control water pollution and improvements to water drinking systems. (Article III, Section 37(e) of the Missouri Constitution)

This act decreases the amount that the Clean Water Commission is authorized to borrow for rural water and sewer grants and loans from twenty million to ten million dollars. (Article III, Section 37(g) of the Missouri Constitution)

This act also decreases the amount that the Clean Water Commission is authorized to borrow for grants and loans to storm water control plans from forty million to twenty million dollars. (Article III, Section 37(h) of the Missouri Constitution)
